No. You may only burn songs to your computer from CDs that you have purchased. Legally, you may listen to the library's CD, but you may not make a copy of it for your own use.
Similarly, you may not send an mp3 file from a copyrighted work to your friend. You can, however, send a friend mp3 file that is in the public domain (not copyrighted) or music that you've made yourself.
